I wonder if it will be possible for groups like CUFOS to develop direct relationships with the FOIA departments of the FAA and Air Force, in order to smooth the way for more efficient access to available radar data.

If CUFOS is already receiving more high quality reports then perhaps they can act as a central hub connecting other groups from around the world, sharing sighting data. I know that groups like Sigma 2 in France would welcome access to more, good data. (When TTSA launched, there was hope that they would act as a conduit to good info.)

Multiple groups examining the same good cases can act as a type of peer review process; which we don't really have as yet.

Where else are you going to find such a broad base of necessary skills and knowledge - working for free?

Not only should the military get out of the way..so should the FAA and FBI.

This idea of subpoenae to officials privy to specific information is not the way to go unless a court can cut through the crap on jurisdictional issues relating to the legal enforcement of subpoenae...I learned that personally from my own case I contested over 35 years ago, where the bureaucrats and their legal council concocted a means to shield and protect certain players with the necessary information to avoid testimony under oath.. In essence, the subpoena was quashed and the administrative law judge was deemed powerless to enforce the same.. If subpoenae are ruled enforceable in a hypothetical case like this I would issue one to Susan Gough, Pentagon spokesperson, who has mastered the art of strategic planning and influencing... while releasing blanket responses to queries concerning Luis Elizondo's role or the lack thereof in his duties and leadership role at the Pentagon....

"I been sayin' it...I been sayin' it for ten damn years!..." So long as the National Science Foundation (a major arbiter and dispenser of research grants) refuses to acknowledge UAP as a legitimate subject for fundable research the dream of comprehensive civilian research will remain just that.

As for NASA (Never A Straight Answer), it will remain secretive and uncooperative with the UAPTF because it has so much historical evidence of the ET presence going back decades that any revelations would spark a firestorm of recrimination.
